[This Compact\uff0c drawn up in the cabin of the Mayflower\uff0c was not a constitution\uff0c a document defining and limiting the functions of government. It was\uff0c however\uff0c the germ of popular government in America.<\/p>\n
Governor Bradford makes this reference to the circumstances under which the Compact was drawn up and signed\uff1a<\/p>\n
This day\uff0c before we came to harbour\uff0c observing some not well affected to unity and concord\uff0c but gave some appearance of faction\uff0c it was thought good there should be an association and agreement\uff0c that we should combine together in one body\uff0c and to submit to such government and governors as we should by common consent agree to make and choose\uff0c and set our hands to this that follows\uff0c word for word.]<\/p>\n

We whose names are underwritten\uff0c the loyal subjects of our dread sovereign Lord\uff0c King James\uff0c by the grace of God\uff0c of Great Britain\uff0c France and Ireland king\uff0c defender of the faith\uff0c etc\uff0c having undertaken\uff0c for the glory of God\uff0c and advancement of the Christian faith\uff0c and honor of our king and country\uff0c a voyage to plant the first colony in the Northern parts of Virginia\uff0c do by these presents solemnly and mutually in the presence of God\uff0c and one of another\uff0c covenant and combine ourselves together into a civil body politic\uff0c for our better ordering and preservation and furtherance of the ends aforesaid\uff1b and by virtue hereof to enact\uff0c constitute\uff0c and frame such just and equal laws\uff0c ordinances\uff0c acts\uff0c constitutions\uff0c and offices\uff0c from time to time\uff0c as shall be thought most meet and convenient for the general good of the colony\uff0c unto which we promise all due submission and obedience.
